Educational Qualifications    
  • Graduate with distinction in History, Economics and Political Science from St.Joseph's College,Bangalore.
  • Post graduation in Economics from the MS University, Baroda
  • Law from the University of Madras, with distinction and first class
  • Studied at the University of Bath, U.K. under Colombo Plan to qualify for M.Sc.(Fiscal Studies).
     
Career Profile    
  • IRS-1963
  • Commenced his career as Probationary Officer in Bank of India Limited in 1961.
  • Joined the Indian Revenue Service in 1963
  • Commissioner of Income Tax, Chennai in 1986.
  • Member Secretary, Shipping Development Funds committee (1975-78) and General Manager, Hindustan Shipyard Limited, Visakhapatnam (1979-82).
  • Served as Joint Secretary in the Department of Revenue, Ministry of Finance dealing with tax policy and later Foreign Tax matters in 1990
  • Closely associated with Direct Tax Reforms in 1991, 1992 and 1993 historic budgets.
  • Promoted as Chief Commissioner of Income tax in October, 1993 and in that capacity he worked at Delhi and Bombay.
  • Elevated as Additional Secretary, Department of Expenditure, Ministry of Finance in 1995. In 1996, he was sent as Tax advisor by International Monetary Fund to Government of Ethiopia. Later, he was sent as part of IMF Fiscal Mission to Georgia to advice the Government of Georgia on tax reforms.
  • Mr. Krishna Murthy was appointed as Secretary to the Government of India, Department of Company Affairs in January 1997, being the first member of Indian Revenue Service to the elevated as Secretary. He initiated and implemented number of legislative changes to improve corporate governance and protect investors' interests.

  • Was a member of team constituted by Institute for Democracy and Electoral Assistance, Sweden to study, advice and report on the Electrol system in Indonesia.
  • Was also a member of the Commonwealth observation team for overseeing elections in Zimbabwe/Uganda. He was invited to observe elections in U.S.A., Russia, Mexico and Palestine.
  • Was appointed by the Supreme Court of India as an observer for conducting the most aggressively fought Board of Control for Cricket in India (BCCI) elections in 2005, which was later endorsed by the Supreme Court of India.

    Mr. Krishna Murthy is currently engaged in writing a book on 'Democracy' based on his Indian and International experiences.
